U.N. chief urges European leaders to support refugees



VIENNA (Reuters) - Ever tighter restrictions on migrants and refugees in Europe are giving the wrong signal about countries' obligations under international humanitarian law, U.N. Secretary-General Ban Ki-moon said on Thursday.
